Agora, a amea\u00e7a de fecho da Ginjinha Sem Rival, no Rossio<\/strong><\/p>\n<p>Nos \u00faltimos anos, Lisboa tem sido palco de uma verdadeira crise no seu patrim\u00f3nio comercial, com o encerramento de v\u00e1rias lojas hist\u00f3ricas que, h\u00e1 d\u00e9cadas, fazem parte do imagin\u00e1rio colectivo da cidade. Com a amea\u00e7a de fecho da Ginjinha Sem Rival, no Rossio, e depois do ano fat\u00eddico de 2023, em que 16 estabelecimentos emblem\u00e1ticos fecharam portas \u2014 um recorde negativo sem precedentes nas \u00faltimas tr\u00eas d\u00e9cadas \u2014 o fen\u00f3meno levanta quest\u00f5es urgentes: que factores est\u00e3o a ditar o desaparecimento destas lojas? E, mais importante ainda, o que pode ser feito para travar esta perda?<\/p>\n<p>\u00c9 fundamental perceber que o fecho destas lojas vai muito al\u00e9m de uma simples mudan\u00e7a nos h\u00e1bitos de consumo. \u00c9 certo que os neg\u00f3cios t\u00eam ciclos de vida e que algumas lojas encerram por motivos naturais, como a falta de sucess\u00e3o familiar ou dificuldades financeiras. No entanto, o n\u00famero crescente de encerramentos aponta para causas estruturais mais profundas, que extravasam as din\u00e2micas normais do mercado. E a tend\u00eancia recente \u00e9 particularmente preocupante: depois de um pico negativo em 2018, com 13 lojas encerradas, os n\u00fameros voltaram a disparar em 2023. No in\u00edcio do s\u00e9culo, houve mesmo anos sem qualquer fecho de lojas hist\u00f3ricas \u2014 o contraste \u00e9 revelador. Ao todo, entre 2000 e 2023, 82 lojas hist\u00f3ricas encerraram portas em Lisboa \u2014 um n\u00famero que devia preocupar qualquer cidad\u00e3o ou respons\u00e1vel pol\u00edtico.<\/p>\n<p>Entre os factores mais evidentes est\u00e3o o aumento brutal das rendas no centro da cidade, a press\u00e3o de um turismo massificado e a aus\u00eancia de uma regulamenta\u00e7\u00e3o eficaz que proteja os estabelecimentos com valor hist\u00f3rico e cultural. A l\u00f3gica do mercado, por si s\u00f3, n\u00e3o pode determinar o destino de espa\u00e7os que carregam consigo um patrim\u00f3nio imaterial de valor incalcul\u00e1vel. Estas lojas n\u00e3o s\u00e3o meros pontos de venda \u2014 s\u00e3o marcos identit\u00e1rios, estandartes vivos da mem\u00f3ria da cidade e elementos relevantes do ADN de Lisboa.<\/p>\n<p>O programa \u201cLojas com Hist\u00f3ria\u201d (LCH), criado pela C\u00e2mara Municipal de Lisboa, \u00e9 uma iniciativa louv\u00e1vel, mas revelou-se claramente insuficiente. Reconhecer o valor de uma loja com uma distin\u00e7\u00e3o simb\u00f3lica \u00e9 um primeiro passo, mas est\u00e1 longe de bastar. \u00c9 preciso mais: apoios financeiros robustos, incentivos fiscais adequados e mecanismos legais que garantam a continuidade destas actividades. Em casos de risco iminente, o pr\u00f3prio munic\u00edpio deveria ter margem para intervir directamente \u2014 seja atrav\u00e9s da compra ou mesmo da expropria\u00e7\u00e3o dos espa\u00e7os mais simb\u00f3licos. A C\u00e2mara de Paris, por exemplo, chega a comprar lojas hist\u00f3ricas para as preservar \u2014 e pergunto-me: n\u00e3o poder\u00edamos fazer o mesmo, eventualmente com o apoio de patrocinadores institucionais? \u2014 mas tamb\u00e9m adquirir espa\u00e7os de com\u00e9rcio local para garantir a exist\u00eancia de lojas de proximidade que servem os residentes e para apoiar pequenos neg\u00f3cios e oficinas que dificilmente resistiriam \u00e0 concorr\u00eancia das grandes cadeias. Essa diversidade comercial \u00e9 uma das grandes riquezas da cidade \u2014 contribui para o seu car\u00e1cter \u00fanico, convida-nos a explorar os seus bairros a p\u00e9 e cria uma din\u00e2mica urbana viva, que alimenta o pr\u00f3prio sucesso do com\u00e9rcio tradicional. \u00c9 uma riqueza que se espalha de forma mais distribu\u00edda pela economia. Claro que, para que tudo isto funcione, \u00e9 essencial ter pessoas a viver nos bairros e ruas agrad\u00e1veis de andar, que acolhem esse com\u00e9rcio \u2014 e que o espa\u00e7o p\u00fablico lhes proporcione boas condi\u00e7\u00f5es para circular, permanecer e viver.<\/p>\n<p>A 22 de Novembro de 2024, a C\u00e2mara Municipal de Lisboa confirmou que o regulamento do programa \u201cLojas com Hist\u00f3ria\u201d passaria a ser alterado com o objectivo de evitar o encerramento de lojas emblem\u00e1ticas que n\u00e3o fazem parte do programa. Estas altera\u00e7\u00f5es foram integradas na proposta de or\u00e7amento municipal para 2025. Trata-se de um passo relevante, e estaremos c\u00e1 para observar se foi suficiente para dar resposta a uma crise que exige medidas estruturais \u2014 mas, sobretudo, duradouras.<\/p>\n<p>Al\u00e9m disso, Portugal, enquanto pa\u00eds, precisa de reconhecer que a perda destas lojas hist\u00f3ricas fere n\u00e3o s\u00f3 o tecido social e cultural das suas cidades, mas tamb\u00e9m a pr\u00f3pria economia, a estrat\u00e9gia de turismo e a cria\u00e7\u00e3o de emprego. Uma cidade que perde a sua autenticidade corre o risco de se tornar apenas mais uma paragem gen\u00e9rica num roteiro tur\u00edstico globalizado. A m\u00e9dio e longo prazo, isso mina a atractividade do destino e reduz drasticamente o valor econ\u00f3mico que um turismo sustent\u00e1vel poderia gerar.<\/p>\n<p>Como cliente fiel da Luvaria Ulisses, aproveito para partilhar um exemplo pessoal. J\u00e1 comprei todas as cores dispon\u00edveis do seu tradicional stock de luvas. N\u00e3o porque precise de tantas luvas, mas porque preciso da loja. A cada visita, fa\u00e7o quest\u00e3o de voltar \u2014 n\u00e3o apenas como consumidora, mas como algu\u00e9m que acredita na import\u00e2ncia de manter viva uma parte da alma de Lisboa. \u00c9 um gesto simb\u00f3lico, mas tamb\u00e9m um acto de resist\u00eancia.<\/p>\n<p>\u00c9 igualmente urgente combater os efeitos da gentrifica\u00e7\u00e3o e da prolifera\u00e7\u00e3o de neg\u00f3cios dirigidos exclusivamente a turistas, como lojas de recorda\u00e7\u00f5es gen\u00e9ricas que descaracterizam bairros inteiros. A aplica\u00e7\u00e3o de crit\u00e9rios mais exigentes na atribui\u00e7\u00e3o de licen\u00e7as comerciais \u00e9 um passo essencial para preservar a diversidade e a autenticidade do com\u00e9rcio tradicional.<\/p>\n<p>Mas a responsabilidade n\u00e3o \u00e9 apenas das autoridades. Os pr\u00f3prios lojistas t\u00eam um papel decisivo. Manter uma loja hist\u00f3rica aberta em pleno s\u00e9culo XXI exige adapta\u00e7\u00e3o: forma\u00e7\u00e3o em gest\u00e3o e marketing, moderniza\u00e7\u00e3o de infraestruturas, melhoria no atendimento, entre outras medidas. A cria\u00e7\u00e3o de redes de colabora\u00e7\u00e3o entre lojistas \u2014 como associa\u00e7\u00f5es ou clusters \u2014 pode permitir estrat\u00e9gias conjuntas de promo\u00e7\u00e3o e apoio m\u00fatuo.<\/p>\n<p>Por fim, cabe ao poder p\u00fablico assegurar que as regras de protec\u00e7\u00e3o do patrim\u00f3nio n\u00e3o fiquem apenas no papel ou em v\u00eddeos de Instagram. Proibir interven\u00e7\u00f5es que descaracterizem espa\u00e7os hist\u00f3ricos, criar fundos espec\u00edficos para obras de conserva\u00e7\u00e3o e acompanhar de perto as necessidades destes estabelecimentos s\u00e3o medidas cruciais.<\/p>\n<p>Lisboa n\u00e3o pode continuar a perder as suas lojas hist\u00f3ricas a este ritmo. E Portugal n\u00e3o pode fechar os olhos a este problema sem reconhecer o impacto profundo que isso tem na sua cultura, economia e imagem internacional. Salvar uma loja hist\u00f3rica \u00e9 salvar muito mais do que um neg\u00f3cio \u2014 \u00e9 preservar a alma de uma cidade, a mem\u00f3ria de um povo e o futuro de um pa\u00eds.<\/p>\n<p><strong><em>In recent years, Lisbon has been experiencing a genuine crisis in its commercial heritage, with the closure of several historic shops. Now, the threat of closure hangs over Ginjinha Sem Rival, in Rossio.<\/em><\/strong><\/p>\n<p><em>In recent years, Lisbon has been experiencing a genuine crisis in its commercial heritage, with the closure of several historic shops that have been part of the city\u2019s collective imagination for decades. With the threat of closure facing Ginjinha Sem Rival, in Rossio, and following the fateful year of 2023, when 16 emblematic establishments closed their doors \u2014 a negative record unprecedented in the last three decades \u2014 the phenomenon raises urgent questions: what factors are driving the disappearance of these shops? And, more importantly, what can be done to prevent this loss?<\/em><\/p>\n<p><em>It is essential to understand that the closure of these shops goes far beyond a simple change in consumer habits. It is true that businesses have life cycles and that some shops close for natural reasons, such as a lack of family succession or financial difficulties. However, the growing number of closures points to deeper structural causes that go beyond normal market dynamics. The recent trend is particularly concerning: after a negative peak in 2018, when 13 shops closed, the numbers surged again in 2023. At the beginning of the century, there were even years when no historic shops closed at all \u2014 the contrast is revealing. In total, between 2000 and 2023, 82 historic shops closed in Lisbon \u2014 a figure that should concern every citizen and policymaker.<\/em><\/p>\n<p><em>Among the most obvious factors are the dramatic increase in rents in the city centre, the pressure of mass tourism, and the absence of effective regulation to protect establishments with historic and cultural value. Market forces alone cannot be allowed to determine the fate of spaces that carry with them an intangible heritage of immeasurable value. These shops are not merely retail outlets \u2014 they are landmarks of identity, living symbols of the city\u2019s memory and important elements of Lisbon\u2019s DNA.<\/em><\/p>\n<p><em>The \u201cLojas com Hist\u00f3ria\u201d (LCH) programme, created by Lisbon City Council, is a commendable initiative, but it has clearly proved insufficient. Recognising the value of a shop through a symbolic designation is a first step, but it is far from enough. More is needed: substantial financial support, appropriate tax incentives and legal mechanisms to guarantee the continuity of these businesses. In cases of imminent risk, the municipality itself should have the power to intervene directly \u2014 whether through purchasing or even expropriating the most symbolic premises. The City of Paris, for example, goes as far as purchasing historic shops in order to preserve them \u2014 and I find myself asking: could we not do the same, perhaps with the support of institutional sponsors? \u2014 but also acquiring local retail premises to ensure the survival of neighbourhood shops that serve residents, as well as supporting small businesses and workshops that would struggle to withstand competition from large chains. This commercial diversity is one of the city\u2019s great assets \u2014 it contributes to its unique character, encourages us to explore its neighbourhoods on foot and creates a vibrant urban dynamic that in turn supports the success of traditional retail. It is a form of wealth that is distributed more widely throughout the economy. Of course, for all of this to work, people need to live in these neighbourhoods, and the streets need to be pleasant places to walk and spend time in, providing the public realm with the conditions needed for people to move around, stay and live.<\/em><\/p>\n<p><em>On 22 November 2024, Lisbon City Council confirmed that the regulations governing the \u201cLojas com Hist\u00f3ria\u201d programme would be amended with the aim of preventing the closure of emblematic shops that are not part of the programme. These changes were incorporated into the municipal budget proposal for 2025. This is a significant step, and we will be watching to see whether it proves sufficient to address a crisis that requires structural measures \u2014 but, above all, measures that are lasting.<\/em><\/p>\n<p><em>Furthermore, Portugal, as a country, needs to recognise that the loss of these historic shops harms not only the social and cultural fabric of its cities, but also the economy itself, tourism strategy and job creation. A city that loses its authenticity risks becoming just another generic stop on a globalised tourist itinerary. In the medium and long term, this undermines the destination\u2019s appeal and drastically reduces the economic value that sustainable tourism could generate.<\/em><\/p>\n<p><em>As a loyal customer of Luvaria Ulisses, I would like to share a personal example. I have bought every colour available from its traditional stock of gloves. Not because I need so many pairs of gloves, but because I need the shop. Every time I visit, I make a point of returning \u2014 not simply as a customer, but as someone who believes in the importance of keeping a part of Lisbon\u2019s soul alive. It is a symbolic gesture, but also an act of resistance.<\/em><\/p>\n<p><em>It is equally urgent to tackle the effects of gentrification and the proliferation of businesses aimed exclusively at tourists, such as generic souvenir shops that strip entire neighbourhoods of their character. Applying stricter criteria when granting commercial licences is an essential step towards preserving the diversity and authenticity of traditional retail.<\/em><\/p>\n<p><em>But responsibility does not lie solely with the authorities. Shopkeepers themselves have a decisive role to play. Keeping a historic shop open in the twenty-first century requires adaptation: training in management and marketing, modernising infrastructure, improving customer service, among other measures. Creating networks of collaboration between shopkeepers \u2014 such as associations or clusters \u2014 could enable joint promotional strategies and mutual support.<\/em><\/p>\n<p><em>Finally, it is the responsibility of public authorities to ensure that heritage protection rules do not remain merely on paper or in Instagram videos. Preventing alterations that strip historic premises of their character, creating dedicated funds for conservation works and closely monitoring the needs of these establishments are all crucial measures.<\/em><\/p>\n<p><em>Lisbon cannot continue to lose its historic shops at this rate. And Portugal cannot turn a blind eye to this problem without recognising its profound impact on the country\u2019s culture, economy and international image.
