H\u00e1 cidades que concentram poder pol\u00edtico. Outras concentram riqueza. Genebra construiu a sua relev\u00e2ncia em torno de uma ideia mais discreta e, talvez por isso, mais dif\u00edcil de preservar: a convic\u00e7\u00e3o de que at\u00e9 os problemas mais complexos devem come\u00e7ar por uma conversa.<\/p>\n

Na minha passagem recente por esta cidade su\u00ed\u00e7a, visitei, a convite das Na\u00e7\u00f5es Unidas, o novo Portail des Nations<\/a>, o Centro de Visitantes das Na\u00e7\u00f5es Unidas em Genebra. A experi\u00eancia deixou uma impress\u00e3o clara: num momento em que a pol\u00edtica internacional parece cada vez mais dominada pela competi\u00e7\u00e3o, pela desconfian\u00e7a e pela l\u00f3gica do ego, continua a existir uma comunidade de pessoas e institui\u00e7\u00f5es empenhadas em defender uma ideia aparentemente simples \u2014 a de que o di\u00e1logo n\u00e3o \u00e9 um sinal de fraqueza, mas uma condi\u00e7\u00e3o de sobreviv\u00eancia da humanidade.<\/p>\n

A mensagem surge num per\u00edodo particularmente dif\u00edcil: o sistema internacional atravessa uma fase de grande instabilidade, as rivalidades entre grandes pot\u00eancias intensificaram-se, os conflitos armados multiplicam-se, a desinforma\u00e7\u00e3o tornou-se uma ferramenta pol\u00edtica e os movimentos populistas encontram no medo uma forma eficaz de mobiliza\u00e7\u00e3o. Ao mesmo tempo, a coopera\u00e7\u00e3o internacional, constru\u00edda ao longo de d\u00e9cadas, \u00e9 hoje frequentemente apresentada como um obst\u00e1culo, quando muitas vezes \u00e9 precisamente o mecanismo que impede problemas comuns de se transformarem em crises maiores.<\/p>\n

A possibilidade de uma escalada global, antes confinada aos cen\u00e1rios mais extremos, voltou ao centro da discuss\u00e3o internacional. A palavra \u201capocalipse\u201d deixou de ser apenas uma met\u00e1fora distante e passou a fazer parte do imagin\u00e1rio pol\u00edtico contempor\u00e2neo. E \u00e9 neste contexto que Genebra assume uma import\u00e2ncia particular: a cidade n\u00e3o tem o peso estrat\u00e9gico de Washington, a dimens\u00e3o econ\u00f3mica de Pequim ou a influ\u00eancia institucional de Bruxelas. A sua for\u00e7a reside noutra dimens\u00e3o. Genebra \u00e9 um dos poucos lugares no mundo onde pa\u00edses com interesses incompat\u00edveis continuam a aceitar sentar-se \u00e0 mesma mesa.<\/p>\n

O novo Portail des Nations traduz essa identidade. Mais do que um centro de visitantes, \u00e9 uma tentativa de tornar compreens\u00edvel aquilo que normalmente permanece invis\u00edvel: os mecanismos lentos da diplomacia, os processos de negocia\u00e7\u00e3o e a complexa arquitectura institucional que sustenta a coopera\u00e7\u00e3o internacional.<\/p>\n

A experi\u00eancia imersiva \u201cTogether\u201d<\/a>, elemento central da visita, revela uma realidade que muitas vezes desaparece do debate p\u00fablico. A diplomacia n\u00e3o \u00e9 uma sequ\u00eancia de declara\u00e7\u00f5es formais nem uma sucess\u00e3o de gestos simb\u00f3licos. \u00c9 um trabalho paciente, frequentemente frustrante, onde diferentes pa\u00edses procuram encontrar pontos de contacto em temas que afectam milh\u00f5es de pessoas: altera\u00e7\u00f5es clim\u00e1ticas, sa\u00fade global, migra\u00e7\u00f5es, direitos humanos, seguran\u00e7a alimentar ou ajuda humanit\u00e1ria. O resultado raramente \u00e9 perfeito. Mas a alternativa costuma ser pior.<\/p>\n

Esta \u00e9 talvez uma das mensagens mais dif\u00edceis de transmitir numa \u00e9poca marcada pela velocidade e pela simplifica\u00e7\u00e3o. Esperamos respostas imediatas para problemas que demoraram d\u00e9cadas a formar-se. Confundimos firmeza com inflexibilidade e negocia\u00e7\u00e3o com ced\u00eancia. Esquecemos que muitos dos maiores progressos pol\u00edticos e sociais nasceram n\u00e3o da imposi\u00e7\u00e3o de uma vis\u00e3o \u00fanica, mas da capacidade de construir acordos poss\u00edveis entre posi\u00e7\u00f5es diferentes.<\/p>\n

Tamb\u00e9m por isso merece aten\u00e7\u00e3o a decis\u00e3o de Ivan Pictet, respons\u00e1vel pelo investimento que tornou este projecto poss\u00edvel. O novo centro tem cerca de 3.500 m\u00b2 de \u00e1rea total (incluindo espa\u00e7os interiores e exteriores) e foi pensado para receber cerca de 180.000 a 250.000 visitantes por ano. A escolha foi significativa: em vez de criar um monumento, criou uma ferramenta de literacia democr\u00e1tica.<\/p>\n

Num momento em que as institui\u00e7\u00f5es multilaterais s\u00e3o frequentemente criticadas sem serem verdadeiramente compreendidas, explicar como funcionam tornou-se uma forma de defender a pr\u00f3pria ideia de coopera\u00e7\u00e3o. A confian\u00e7a p\u00fablica n\u00e3o nasce apenas de discursos sobre valores; nasce tamb\u00e9m do conhecimento sobre os processos que os tornam poss\u00edveis.<\/p>\n

No final da visita, torna-se evidente que o prop\u00f3sito deste espa\u00e7o n\u00e3o \u00e9 simplesmente promover as Na\u00e7\u00f5es Unidas. \u00c9 defender um princ\u00edpio mais amplo: os problemas globais exigem respostas que ultrapassem fronteiras. Pode parecer uma conclus\u00e3o \u00f3bvia, mas a pol\u00edtica internacional actual mostra que est\u00e1 longe de ser consensual. H\u00e1 quem continue a acreditar que os desafios do s\u00e9culo XXI podem ser enfrentados atrav\u00e9s do isolamento, da competi\u00e7\u00e3o permanente ou da l\u00f3gica dos blocos. A realidade sugere o contr\u00e1rio. As altera\u00e7\u00f5es clim\u00e1ticas, as pandemias, as migra\u00e7\u00f5es e as crises humanit\u00e1rias n\u00e3o respeitam fronteiras nacionais.<\/p>\n

Quando Ant\u00f3nio Guterres descreveu este centro como \u201cuma porta para a paz, uma ponte para a justi\u00e7a e para a oportunidade\u201d, n\u00e3o estava apenas a inaugurar um edif\u00edcio. Estava a recordar uma ideia essencial: a paz n\u00e3o \u00e9 uma condi\u00e7\u00e3o natural das sociedades. \u00c9 uma constru\u00e7\u00e3o permanente, dependente de institui\u00e7\u00f5es, regras e, sobretudo, da disponibilidade para continuar a falar.<\/p>\n

Talvez essa seja a principal li\u00e7\u00e3o de Genebra. Num mundo cada vez mais confort\u00e1vel com a polariza\u00e7\u00e3o e com a linguagem do confronto, insistir no di\u00e1logo pode parecer uma escolha ing\u00e9nua. Mas talvez seja precisamente o contr\u00e1rio. Exige disciplina, paci\u00eancia e uma vis\u00e3o de longo prazo \u2014 tr\u00eas qualidades raras na pol\u00edtica contempor\u00e2nea.<\/p>\n

As guerras n\u00e3o come\u00e7am quando se dispara o primeiro m\u00edssil. Come\u00e7am muito antes, quando o di\u00e1logo deixa de ser uma prioridade. Talvez por isso Genebra continue a lembrar-nos que conversar com diplomacia continua a ser o acto pol\u00edtico mais corajoso do nosso tempo.<\/p>\n

At a time when politics often rewards confrontation, the city continues to pursue a less visible course: the belief that listening to one\u2019s opponent can be more useful than defeating them.<\/strong><\/em><\/p>\n

There are cities that concentrate political power. Others concentrate wealth. Geneva has built its relevance around a quieter idea and, perhaps for that very reason, a more difficult one to preserve: the conviction that even the most complex problems should begin with a conversation.<\/p>\n

During a recent visit to this Swiss city, I visited the new Portail des Nations, the United Nations Visitor Centre in Geneva, at the invitation of the United Nations. The experience left a clear impression: at a time when international politics appears increasingly dominated by competition, distrust and the politics of ego, there remains a community of people and institutions committed to defending an apparently simple idea \u2014 that dialogue is not a sign of weakness, but a condition for humanity\u2019s survival.<\/p>\n

The message comes at a particularly difficult time: the international system is going through a period of profound instability, rivalries between major powers have intensified, armed conflicts are multiplying, disinformation has become a political tool, and populist movements are finding in fear an effective means of mobilisation. At the same time, international cooperation, built up over decades, is now often presented as an obstacle, when in many cases it is precisely the mechanism that prevents shared problems from becoming even greater crises.<\/p>\n

The possibility of global escalation, once confined to the most extreme scenarios, has returned to the centre of international debate. The word \u201capocalypse\u201d is no longer merely a distant metaphor; it has become part of the contemporary political imagination. And it is in this context that Geneva takes on particular importance: the city does not have the strategic weight of Washington, the economic scale of Beijing or the institutional influence of Brussels. Its strength lies elsewhere. Geneva is one of the few places in the world where countries with incompatible interests continue to agree to sit around the same table.<\/em><\/p>\n

At a time when politics often rewards confrontation, the city continues to pursue a less visible course: the belief that listening to one\u2019s opponent can be more useful than defeating them.<\/em><\/p>\n

The new Portail des Nations embodies this identity. More than simply a visitor centre, it is an attempt to make comprehensible what normally remains invisible: the slow mechanisms of diplomacy, the processes of negotiation and the complex institutional architecture that underpins international cooperation.<\/em><\/p>\n

The immersive experience \u201cTogether\u201d, the centrepiece of the visit, reveals a reality that is often lost in public debate. Diplomacy is not a sequence of formal statements or a succession of symbolic gestures. It is patient, often frustrating work, in which different countries seek to find common ground on issues affecting millions of people: climate change, global health, migration, human rights, food security and humanitarian aid. The outcome is rarely perfect. But the alternative is usually worse.<\/em><\/p>\n

This is perhaps one of the most difficult messages to convey in an age defined by speed and simplification. We expect immediate answers to problems that took decades to develop. We mistake firmness for inflexibility and negotiation for concession. We forget that many of the greatest political and social advances have emerged not from imposing a single vision, but from the ability to build workable agreements between different positions.<\/em><\/p>\n

This is also why the decision of Ivan Pictet, whose investment made this project possible, deserves attention. The new centre has approximately 3,500 square metres of total space, including indoor and outdoor areas, and is designed to welcome between 180,000 and 250,000 visitors a year. The choice was significant: rather than creating a monument, he created a tool for democratic literacy.<\/em><\/p>\n

At a time when multilateral institutions are often criticised without being truly understood, explaining how they work has become a way of defending the very idea of cooperation. Public trust does not arise solely from speeches about values; it also comes from understanding the processes that make those values possible.<\/em><\/p>\n

By the end of the visit, it becomes clear that the purpose of this space is not simply to promote the United Nations. It is to defend a broader principle: global problems require responses that transcend borders. It may seem an obvious conclusion, but current international politics shows that it is far from universally accepted. There are still those who believe that the challenges of the twenty-first century can be tackled through isolation, permanent competition or bloc politics. Reality suggests otherwise. Climate change, pandemics, migration and humanitarian crises do not respect national borders.<\/em><\/p>\n

When Ant\u00f3nio Guterres described the centre as \u201ca gateway to peace, a bridge to justice and opportunity\u201d, he was not simply inaugurating a building. He was recalling an essential idea: peace is not a natural condition of societies. It is a permanent construction, dependent on institutions, rules and, above all, the willingness to keep talking.<\/em><\/p>\n

Perhaps that is Geneva\u2019s greatest lesson. In a world increasingly comfortable with polarisation and the language of confrontation, insisting on dialogue may seem like a na\u00efve choice. But perhaps it is precisely the opposite. It requires discipline, patience and a long-term vision \u2014 three qualities that are increasingly rare in contemporary politics.<\/em><\/p>\n

Wars do not begin when the first missile is fired. They begin much earlier, when dialogue ceases to be a priority. Perhaps that is why Geneva continues to remind us that engaging in diplomatic dialogue remains the most courageous political act of our time.<\/em><\/p>\n
